Many organs have something called a Vox Humana which is a device that, when activated, allows the wooden dowel and paper card fins to spin giving a vibrato sound to whatever is being played.. When the small piece of cloth is pulled back, this allows an air flow to turn several thin wooden fins inside the round drum which then turn the wooden dowel and paper pins.
